Crime Watch: Delayed

Unattended Death - Perry Street

At approximately 10:30 PM last night MRPD units responded to the 3100 block of Perry Street for an alleged homicide. We discovered the body of a 41-year-old African American female who had died of as yet unknown causes. Preliminary investigation suggests no foul play was involved in the victim’s death. The Medical Examiner advised that she had died there at least 12 hours before her body was discovered. Relatives told us that the deceased suffered from seizures, diabetes, and was an acute alcoholic. The Medical Examiner had the body removed to the State toxicologist's office in Baltimore for post mortem examination, and we should have preliminary results by late Monday afternoon or early Tuesday morning. PGPD detectives are handling the follow-up investigation.

The Pit Bull Law and Animal Control

The issue of pit bulls in Prince George’s County was settled long ago by ordinance. Pit Bulls are defined as:

* Staffordshire Bull Terrier
* American Staffordshire Terrier
* American Pit Bull Terrier breed of dogs or dogs that exhibit the characteristics of a Pit Bull more than any other breed of dog

Pit Bulls born after February 3, 1997, are illegal and must be removed from the County. For Pit Bulls owned prior to February 3, 1997, owners must provide written proof of ownership, which could include rabies certificate, veterinarian bill, or other similar documentation. Pit Bulls owned prior to February 3, 1997, must be maintained within a building or kennel at all times. When outside, Pit Bulls must be kept under control of an adult and secured by an unbreakable or unseverable leash. Violations of the Pit Bull Law will result in fines up to $1,000 or a sentence of not more than six months imprisonment. The County encourages residents to report suspected violations of the Pit Bull Law to Animal Control at 301-499-8300.

The Mount Rainier Police will respond to incidents of violent or dangerous dogs, regardless of breed. Our officers will report these animals to Animal Control, whose responsibility it is to come and assess and/or remove the dog if necessary. Animal Control’s normal business hours are from 7 AM until Midnight. After hours, their phones are forwarded to an answering service. The service will contact the on-call Animal Control officer for complaints received after normal business hours. Contrary to what we’ve been told in the past, they will respond to complaints regardless of whether or not the dog is confined. If the animal is running loose Animal Control will attempt to catch it, and failing that, attempt to locate the owner. On the other hand, MRPD officers will not try and catch a stray or loose animal. We do not have the proper tools to protect the animal or ourselves from potential injury. If we can identify the animal’s owner, we will try and notify the owner to come and get their pet. Failing that, we rely on Animal Control to corral strays and loose dogs.

Animal Control will also respond to determine if an animal is being kept illegally, i.e., in violation of the Pit Bull Law. If the animal is in violation of the County Code, the owner will be asked to voluntarily sign the dog over to Animal Control. If the owner does that, the Animal Control Officer will take custody of the dog. Should the owner refuse, the police will be called to the residence, and if the owner continues to refuse, he/she will be arrested and Animal Control will seize the dog pursuant to the arrest.

It is important to notify Animal Control whenever you suspect someone is keeping an animal illegally, or if you have reason to believe a particular animal is dangerous to the community. Certainly, if a dangerous animal is on the loose you should call our police communications center at 301-985-6565 so that one of our officers can respond to help control the situation. September's Chat With The Chief

Due to the Labor Day holiday Monday September 3rd, September's Chat with the Chief will be held Monday September 17th, 7 PM, at the police station. This month's chat will focus on the state of the City's Emergency Preparedness Commission (EPC) and Community Emergency Response Team (CERT). Both of these vital organizations have received less than optimal support over the past year and we need to talk about ways to recruit new volunteers in order to revitalize them. Mount Rainier's CERT coordinator Tonie Davis will attend to discus CERT operations and training.

As always, I will make time to discuss any other topic or issue about which residents or business owners have a concern.

I look forward to seeing you on the 17th.

Free Bus Rides For Kids!!

Who says there’s no such thing as a free ride?

Metro will offer just that to school-age children on weekdays between 2 PM and 7 PM in Prince George’s County. The Metro Board approved the perk on July 26th. The free rides begin Monday August 20th coinciding with the first day of the new school year.

Middle school and high school aged students will be asked to display a current school photo identification card to identify themselves as eligible for the free-ride program.

Prince George’s County is picking up the $300,000 tab for the free rides program. The program will continue through the end of Metro’s fiscal year on June 30, 2008. Metrobus operates 82 routes here in Prince George’s County.

Highway Safety Issues Survey

Everyone has concerns and issues with highway safety in Prince George's County. Now is your time to give the right people your feedback so the problems can be addressed.

With support from the Maryland Department of Transportation's State Highway Administration and the Maryland Highway Safety Office, the Department of Public and Community Health of The University of Maryland has developed the “Monitoring the Future of Maryland: A Survey of Highway Safety Issues.” The purpose of this survey is to collect public opinions on county residents’ opinions of local enforcement efforts directed to impaired and aggressive drivers, knowledge of various traffic safety laws, and commuting distances.It takes approximately 10 minutes to complete the survey and it is confidential. Your participation in the survey will be valuable in providing the state and local highway safety directors with information on how to better direct limited highway safety funding to the state and local governments.

Thanks to the intrepid efforts of Mt. Rainier resident Mike Taylor, our monthly crime maps are now available online. Mike volunteered his free time and spent several months creating these visual representations of our crime statistics. I cannot thank him enough for all the hard work he put into the project. Crime maps are available from January 2006 through June 2007. Please note that the maps and other data are hosted on Mike's free Geocities account which has an hourly bandwidth limitation. Tips for Avoiding Traffic Collisions

  • Avoid drinking and driving. How many times have you heard this advice? And still, on average, one person in the U.S. dies in an alcohol related crash every 45 minutes. To put this number in perspective, think of the crowd of fans that come to see the Nationals at RFK stadium on opening day. The number of fans in the stadium is roughly the same as those who have died in alcohol related crashes in the past two years!
  • Minimize distractions. Drivers can minimize their distractions by stopping in a safe place to pick up items that have been dropped, change radio stations or the current CD, consult a map or a newspaper, and take care of personal needs such as eating or personal grooming. Probably the biggest distraction, and the one that has drawn the most attention from citizens and lawmakers is talking on a cell phone. If you don’t have a hands free device, you should stop in a safe place to dial numbers and talk on your cell phone. Once you cross into DC, talking on a cell phone without using a hands free device is a $100 fine!

  • Properly maintain your vehicle. Tune up cars according to the manufacturer’s suggested maintenance schedule. Check your tires at least monthly for signs of wear or damage, and for proper inflation. Properly inflated tires are not only necessary to maintain proper traction and control of your vehicle, but will also help save gas. Under inflated tires can reduce your gas mileage by one or more miles per gallon.

  • Do not encourage aggressive drivers. Let aggressive driving behavior roll off your shoulders, or call the police. Losing your temper can only worsen the situation.

  • Leave a safe distance between your car and others around you. For every ten miles per hour of speed, leave at least one full car length between you and the car in front of you. If another driver is tailgating you, do not speed up to try and increase the distance. That’s generally what they want you to do. Slow down to encourage the tailgater to do the same or pass you.

  • Maintain a constant speed. Don’t continually slow down or speed up.

  • Make sure your mirrors are adjusted properly. Check your side mirrors every 15 seconds to keep tabs on the traffic behind and to the side of you.

  • Take a defensive driving class. These classes have changed considerably since you took driver’s ed in high school. They improve your ability to drive, provide the refresher that most of us need from time to time, and teach you to be better prepared to properly react to the unpredictable behavior of other drivers.

  • Proceed with great caution through intersections. Most accidents happen at intersections. Just because the light is green, doesn’t mean it is safe to enter the intersection. Look left, look right, and then look left again to make sure it is safe to enter the intersection.

  • Be sufficiently aware of road conditions and be more visible. Keep your lights on at dusk and dawn, and during periods of rain. In Maryland and DC, if your windshield wipers are on, your headlights have to be on as well. Understand basic vehicle dynamics such as knowing how to recover from a skid.

  • SLOW DOWN! Driving at a slower rate of speed will give you additional time to react in case something unexpected occurs. It will also help you save some of that liquid gold that makes the engine run. It will also help ensure the safety of our residents who walk, run and play on Mount Rainier’s narrow, congested streets.

May's "Chat with the Chief" Rescheduled

On Monday May 7th I will be attending the Prince George’s County Police Command Officers’ Association’s candlelight memorial service. This annual event honors law enforcement officers of every jurisdiction who have lost their lives serving Prince George’s County. As a result, I am rescheduling this month's "Chat with the Chief" to Monday May 14th, 7 PM, at Artmosphere Cafe.

Parking Citation Collection Notices

As you read this entry, many of our residents may have received a collection notice regarding one or more unpaid parking citations. We have received at least a hundred telephone calls, and our Records staff is quite taxed sorting out those notices that were received in error, and those that are legitimate.

Just a few notes of caution that I’d like to pass along to help make things easier for all concerned. First, no member of the police department staff will void, cancel or otherwise dispose of a valid collection notice. We are also not authorized to make any payment arrangements or reduce the amount owed to the City. The staff at City Hall is under the same constraints. Persons who receive a collection notice and have concerns that it was issued in error should call the police department during regular business hours and our staff will research the citation. All payments are to be made either to the collection agency directly or at City Hall. The police department does not accept payment.

The next few weeks promise to be very busy as we deal with this first round of collection notices, and as subsequent rounds go out to violators. We are doing our best to deal with the large volume of inquiries and getting individual concerns settled as quickly as possible. Our staff will address each inquiry politely and professionally, and will attempt to resolve those notices that were issued in error as quickly as possible. We appreciate our residents' and other customers' patience as we work through what has become a hight volume of inquiries.

Pepco News Release

Pepco Urges Customers to Stay Safe as
High Winds Fell Trees and Bring Down Wires
Soaking rains followed by high winds have taken down many trees throughout the Washington area and have caused numerous power outages. Pepco crews are working to restore power but the high winds make their work more difficult and are continuing to cause new outages. Trees that bring down power lines create hazardous conditions and Pepco urges customers to stay safe during these weather emergencies. Pepco urges customers to heed the following safety tips:
· All downed wires should be treated as if they are energized. Do not approach them or touch them. If you see a downed wire, report it to Pepco at 1-877-PEPCO-62
· Report power outages by calling 1-877-PEPCO-62
· Never attempt to remove trees or limbs from any utility line. Assume all objects touching a power line are energized.
· Keep away from flooded areas and stay indoors. Even wading in a shallow puddle or flooded basement that is exposed to an energized line could cause a harmful or fatal electrical contact.
· Keep children and pets inside and away from standing water.
· If your basement is flooded, DO NOT attempt to turn off power or operate circuit breakers while standing in water.
· Turn off all appliances, including your furnace, air conditioner, water heater and water pump. That way, you can avoid a circuit overload and another outage that may result when power is restored to all appliances at once
· Unplug sensitive electronics and turn off power to flood-prone basement appliances if you can safely do so.
· (NOTE: Do not turn off power to sump pumps.)
· Leave on one lamp so you'll know when the power is restored.
· If you use a portable generator, always operate it outside, away from doors and windows, to avoid deadly carbon monoxide.
· For your safety and the safety of Pepco employees working to restore power, do not connect your generator directly into your home's main fuse box or circuit panel. Improperly connected generators can feed electricity back into the electrical system, endangering field personnel working to restore your power. Consult a qualified electrical contractor if a permanent generator installation is desired.

Good News !!

The recycling issue has been resolved.

Residents can now place all recyclable material in one recycle bin that will be picked up by Public Works and taken to the County recycling plant (not the landfill). Residents that have a large accumulation of paper that requires a special pick-up can contact Public Works to schedule the pick-up. The phone number at PW is 301-985-6583. Changes To Trash and Recycling Pickup

Due to equipment breakdown, the City of Mount Rainier Department of Public Works will continue to pick up bottles and cans on a weekly basis. Paper and cardboard can be held temporarily, or residents can bring these items to the public works garage during regular business hours: 9:00am until 5:00 pm Monday through Friday.

In addition, regular trash service will be conducted on Wednesday or Thursday of each week until further notice. Please have your trash out for Wednesday pick up and leave it out until collected.

MRPD Tests The Segway PT

On March 20th, members of the MRPD has an opportunity to test the Segway Personal Transporter. Mr. Bill Hopper of Segway of Annapolis brought three of the environmentally friendly (no gas, zero emmissions) machines out for us to get acquainted with. Mayor Malinda Miles encouraged me to arrange a combination demo and test night so that members of the department, the Council, and our residents could see the Segway PT in action.

For about two hours, LT Jimmy Stoots, and Officers Crystal Goldring and Kirk Banton, and yours truly put the Segways through their paces. With only two wheels to sustain balance, the Segway looks a bit daunting at first, but it only took each us about five minutes of instruction to get up and running. It's really a lot easier than it looks! It didn't take long for officers Banton and Goldring to disappear to test their riding skills around the Rhode Island Avenue and 34th Street business districts. None of us wanted to get off to let someone else try it out! Mayor Miles was not shy about wanting her turn on the machine either. Our City Treasurer, Vijay Manjani took to the Segway like a banker to cash. I think that if the Mayor and VJ hadn't had to attend the Council worksession they'd have been on their Segways until the batteries went dead!





Even my son Matthew, whose only 9 and can't even ride a bike yet, became pretty confident riding the Segway.

Lookout

The Mount Rainier Police Department is currently interested in questioning the operator of a white Ford pickup truck possibly involved in a rash of burglaries that have occurred in the City since the beginning of December 2006. The pickup truck is described as having tool boxes installed in the bed. The following two pictures give a general idea of the color and style of the truck and how the tool boxes would look.

Neighborhood Watch Meeting CANCELLED

The neighborhood watch meeting scheduled for tomorrow night (2/15) has been cancelled. In fact, it really never was. The meeting I thought was for NW is really a meeting of the Mount Rainier Day Committee. The NW meeting will be rescheduled for sometime in the near future. My apologies for the confusion.

I’m certain though, that the MR Day Committee can use all the help it can get in preparing for this year’s festivities. If you can help in any way, please come out and volunteer your services.
